1進口公司需到進口商所在地商檢局做進口香皂收貨人備案，獲取備案號。

2在獲取備案號后，到進口商檢局做進口香皂標簽備案，申請資料2份[標簽審核申請表、中文標簽樣張紙質(zhì)版及小于250K的電子版，原標簽及中文翻譯件（紙質(zhì)版及小于250K的電子版）、反映產(chǎn)品特定屬性的證明材料等

3香皂標簽做好后，貨到進口港口后安排到船公司換單，到商檢局報檢。

4出具通關(guān)單，海關(guān)報關(guān)，出具稅單，進口香皂收貨人繳納關(guān)稅增值稅，海關(guān)放行，安排貨物進境。

5商檢局檢務(wù)科對香皂進行查驗和抽樣送檢，商檢查驗后過海關(guān)通道，（海關(guān)如布控，則海關(guān)需要查驗）

6查驗放行后，貨物應(yīng)放到商檢局認可的倉庫存放，并加貼中文標簽，（第二次進口可在國外加貼中文標簽）

7送檢結(jié)果出來后，合格的簽發(fā)《衛(wèi)生證書》，進口商/代理商/經(jīng)銷商/收貨人獲得合格的《衛(wèi)生證書》后方可銷售使用該批香皂。不合格的簽發(fā)檢驗檢疫處理通知書，報檢人要求索賠的，可申請出具不合格《衛(wèi)生證書》。報檢人應(yīng)按照處理意見進行處理。

3. After the soap label is made, the goods will be sent to the port of import to be changed by the shipping company and reported to the Commodity Inspection Bureau for inspection.
4. Issue customs bance b, customs declaration, tax b, import soap consignee to pay customs value-added tax, customs release, arrange goods to enter the country.
5. The inspection department of the commodity inspection bureau shall inspect and sample soap for inspection. After the inspection, the soap shall pass through the customs passage. (if the customs sets up control, the customs shall inspect it.)
6. After inspection and release, the goods shall be stored in a warehouse approved by the commodity inspection bureau and labeled with Chinese (for the second import, Chinese labels can be added abroad)
7. After the inspection result comes out, the qualified one will be issued with the health certificate, and the importer / agent / dealer / consignee can only sell and use the batch of soap after obtaining the qualified health certificate. If the inspection and quarantine notice is issued for unqualified products, and the inspection applicant claims for compensation, he may apply for the issuance of unqualified health certificate. The inspection applicant shall handle according to the handling opinions.
